On June 30, 2026, Hydro-Québec officially proposed a new residential pricing structure that marks a significant shift in how electricity is billed across Quebec. For the first time, households consuming more than 35,000 kWh per year would face a third pricing tier, a measure expected to affect approximately 200,000 homes.

What’s The New Three-Tier Pricing System?

The proposed rate structure introduces a graduated pricing model designed to encourage more efficient electricity consumption:

First tier: 7¢/kWh for essential household needs, including space heating, water heating, lighting, and everyday appliances.

Second tier: 12¢/kWh for annual consumption above 15,000 kWh.

Third tier: 13¢/kWh for annual consumption above 35,000 kWh.

Although most Quebec households would remain unaffected, the message is clear: higher electricity consumption will increasingly come with a higher cost.

Why Hydro-Québec Is Making the Change

Hydro-Québec says electricity demand is expected to rise significantly in the coming years as transportation, buildings, and industries continue to electrify.

The utility argues that without stronger price signals for high-consumption households, the cost of expanding and maintaining the electrical system would ultimately be carried by all customers including lower-consumption households and families with more limited budgets.

Hydro-Québec estimates that the new pricing structure could reduce annual electricity demand by approximately 400 GWh, equivalent to the yearly electricity consumption of roughly 25,000 homes.

The End of an Era?

For decades, Quebec has enjoyed some of the lowest residential electricity rates in North America. Hydro-Québec's residential Rate D became known for being simple, stable, and affordable, especially compared with the more volatile electricity markets found elsewhere in Canada.

Even with the proposed third tier reaching 13¢/kWh, Quebec's electricity rates remain significantly lower than those in provinces such as Ontario.
